Porter Brownlee

Porter Brownlee is a managing member of BMC with over 50 years experience in the construction industry, beginning as a laborer for his father's construction company. In 1982, he began providing consulting services for local bankers making high-risk construction loans. Out of those experiences, he formed his own construction consulting firm. He has a BA in Physics from Hendrix College and a BS in Mechanical Engineering from Columbia University and is acknowledged by the Construction Specifications Institute holding professional designations as a Construction Documents Technologist (CDT) and a Certified Construction Contract Administrator (CCCA). He served three (3) terms on the Little Rock Building Code Board of Appeals and one (1) term on the board of the Little Rock Chapter of the Construction Specifications Institute. He has served as a federal court appointed consultant and Special Master overseeing the resulting judgement in a construction litigation case.
David Mann

David Mann is a managing member of BMC and began his construction experience with a Fortune 500 retailer, then with a Top ENR 150 General Contractor, and has over 30 years experience in the construction industry. He has a Bachelor of Arts in English from Centenary College and is the BMC qualifier for the Arkansas Commercial and Residential General Contractor license, a member of the Construction Specifications Institute, a Part 107 Remote Drone Pilot, and the qualifier for the Arkansas Development Finance Authority's (ADFA) Capital Needs Assessment Approved Firm. David has extensive training and knowledge in ASTM E2018-08 & 15 Standard Guide for Property Condition Assessments and Fannie Mae Capital Needs Assessment Guidance to the Property Evaluator, attended the Construction Estimating Institute (1999), Arkansas Fair Housing Commission Design and Construction Training (2016), AGC Arkansas Lean Construction Education Program (2015-16), OSHA 10-Hour Construction Safety and Health Certification, and a Part 107 Remote Drone Pilot. As a LEED Accredited Professional, he served as the U.S. Green Building Council – Arkansas Chapter Chair of the Board and a member Central Branch Steering Committee, as well as a member of ASTM Subcommittee E50.02 for Real Estate Assessment and Management.
Jeff English

Jeff English graduated with a Construction Management degree from the University of Arkansas at Little Rock and has 13 years experience in the construction field. First serving as a construction control representative in the Civil Engineering Squadron at the Little Rock Air Force Base, then as an estimator, where he gained invaluable experience in preconstruction and scheduling best practices. Moving into technical sales for building envelope systems broadened his expertise on how building materials are designed to interact with dissimilar materials. He is a member of the Construction Specifications Institute holding the professional designation as a Construction Documents Technologist (CDT), and a project manager and report writer for BMC.
Jason Gill

Jason Gill is a graduate of Fay Jones School of Architecture and Design from the University of Arkansas. With over 16 years experience in design, drafting, 3D-modeling & architectural visualization, he has a broad knowledge of construction design of both commercial and residential buildings. His conscientious and detailed approach is critical for translating plans into reality. His in-depth knowledge of construction documentation is invaluable when working in a collaborative environment. Having worked with BMC over the past few years as an independent contractor, Jason joined our team as a project manager and report writer in Spring, 2023. He is a member of the Construction Specifications Institute holding the professional designation as a Construction Documents Technologist (CDT), OSHA 30-Hour Construction Safety and Health Certification, a Part 107 Remote Drone Pilot, and a project manager and report writer for BMC.
